FOR over 25 years, the United States relied on Selective Service as the means of obtaining military manpower. By July 1973, this system is scheduled to be terminated by Congress. Military authorities have set January 1, 1973 as the target date for the transition to an all-volunteer system, hoping to achieve “zero-leverdraft calls by that time.
