A series of converging events make it likely that the United States is, at long last, going to come to terms with a gigantic domestic problem that has attracted enormous attention but almost no interest: traffic safety. It is not at all clear how much will be made of the present opportunity. But much more is at stake than is generally perceived. To grasp this, it is necessary to have some idea of the dimensions and the ramifications of the problem.
