IN THE 1984 presidential campaign, there has been a great deal of discussion of economic and foreign policy, but very little mention of domestic social policy. While the Reagan administration placed considerable emphasis on social program changes at the outset of its term, it has not continued to do so. And the Democrats, meanwhile, are downplaying social policy issues for the sake of emphasizing the budget deficit and arguing for the necessity of higher taxes.
