Mediating institutions: the communitarian individual in America
A new public policy is emerging, one which may turn out to be as fruitful for Democrats as for Republicans. Indeed, there are reasons for believing that both major parties in America are in the grip of necessities larger than their prior intellectual conceptions. The competition seems to concern which party will better succeed in grasping the new necessities and successfully mastering them. Neither can wholly return to the outdated and unworkable habits of the past.
