Improving housing allowances
OVER the past decade a consensus has been building, both among housing economists and government policy-makers, that housing assistance programs for the poor must be stripped of their production component. Building new (i.e., very expensive) housing for the poor makes little political and economic sense in an era in which budgets are not boundless.
