A PERVASIVE PROBLEM for those concerned with civil rights is how to extend those rights as widely as possible without interfering with the business of operating a government. Since 1960, we have witnessed growing concern about the conflict between the single-minded pursuit of civil rights and the effect of this pursuit on the government. The predominant attitude toward government serv ces has become one of suspicion and hostility.
